Ministry of Housing and Urban Planning (MoHUP)
From policy to operations: standards, governance, and implementation planning for a national addressing system.

The client needed a nationally consistent addressing framework that could be operationalised across municipalities and service providers, while ensuring data governance, quality assurance, and integration with core registries and geospatial platforms.
Achieved across integrated public-service systems within 12–18 months of rollout, reducing duplicate records, failed transactions, and manual address corrections.
Integrated standards-based addressing model with data governance artefacts and operational workflows for capture, validation, and maintenance.
Enabled scalable addressing capability supporting service delivery, emergency response, and cross-agency integration with robust geospatial foundations.
Lade Agenda integrated a standards-based addressing model into the national rollout design, including data model and governance artefacts, operational workflows (capture, validation, maintenance), and QA/QC checkpoints to ensure integration-ready address data.
By providing implementation planning and adoption-focused guidance (roles, processes, training and performance monitoring), we enabled MoHUP and partners to deploy a scalable addressing capability that supports service delivery, emergency response, and cross-agency interoperability, grounded in robust geospatial foundations and quality controls.
